Special Notice to all Contractors:
Only electronic bids will be accepted for highway construction lettings. Contractors wishing to submit an electronic bid should use the BidExpress web site (http://www.bidx.com). In order to submit an electronic bid through BidExpress, contractors must have a digital ID obtained using their SCDOT vendor ID number. If you have questions or need help with the electronic bidding process, you may call the Contract Administration Office at (803) 737-4089.

SCDOT is migrating from Expedite Version 5.11a to AASHTOWare Project Bids™ starting with the January 8, 2019 letting. Users will need to download the new bidding software and obtain a new InfoTech Digital ID. Please see the InfoTech guide on how to upgrade to the new software. This document contains information on how to upgrade as well as links to videos on how to use the new application. Unless otherwise noted, electronic bid system (EBS) files and proposals for the projects listed below will be available on the Bid Express web site four weeks before the letting. Hardcopy plans and proposals will be available upon request from the Engineering Publications Office. The Engineering Publications Office is located in room G23 in the SCDOT Headquarters building in Columbia.

Material must be paid for before they can be shipped. Cash, check, money order, and Visa/Mastercard accepted. No refunds available. Checks and money orders shall be made payable to: SCDOT

Potential Plan Holders List

Have you been to the Construction Extranet ?
The Construction Extranet is a bulletin board/forum where Contractors and Subcontractors can obtain plans or proposals. The Contractor discussion board allows requests or quotes on projects in the upcoming letting. The Construction Extranet is located under Construction Lettings on the Doing Business with SCDOT page. You will first have to request and obtain a User ID and password to enter. Just follow the easy directions, and click the button to e-mail your request. This is a free site offered by the SCDOT.
