The Division of Minority & Small Business Affairs (MSBA) is dedicated to providing the very best hands-on technical assistance possible so that you and your company can be successful. Our team of dedicated professionals are here to serve all firms certified either as a Disadvantaged Business Enterprise (DBE) or Small Business Enterprise (SBE). Assistance ranges from how to bid a project, identifying contractors bidding on SCDOT projects to understanding technical specifications, construction drawings, and generally accepted construction practices and everything in between. The team also works hard to facilitate the communication process between contractor/sub-contractor. We can even answer questions and/or point you in the right direction for just about anything related to DBE program related challenges.
In partnership with our Business Development Center (BDC), valuable training opportunities are offered along with creating marketing materials at no cost to you. In addition, we provide assistance with locating financial opportunities, creating capability statements, building a marketing plan as well as many other business management tools. Potential Plan Holders List
Each month we compile a list of upcoming construction projects identifying contractors who indicated interest in bidding in the upcoming letting for your reference. Some potential bidders may not indicate their interest until just prior to the letting date. We encourage all certified DBEs to also visit the "Construction Extranet" for updates.
